Contract management software for government contractors and GovCon subcontract tracking

Contract management software for government contractors keeps the paperwork around your federal work in one place: prime contracts and task orders, subcontracts, teaming agreements, NDAs, vendor and software agreements, and the dates buried in them. AgreementSoftware reads each signed document with AI, pulls out the period of performance, option periods, notice windows and payment terms, and reminds the owner 90, 60, 30 and 7 days before each deadline. Flow-down duties, insurance certificates and your yearly SAM.gov renewal become tracked obligations with an owner. It is built for small and mid-size US contractors with 20 to 1,000 people that run accounting in their GovCon ERP and need the contracts themselves under control. Plans start at $49 a month, and every price is published.

Who it is for

GovCon contract management for contracts, program and finance leads

Most small federal contractors do not have a contracts department. One contracts manager, a program manager and the controller share the job, and the agreements live in email, a shared drive and a spreadsheet someone updates when they remember.

  • Contracts managers at 8(a), HUBZone, SDVOSB and WOSB firms who juggle primes, subcontracts and teaming agreements across several agencies.
  • Program managers who need to know when an option year has to be exercised and what each subcontractor owes on a deliverable.
  • Controllers and finance leads who are asked for signed copies, modifications and approvals during a DCAA or incurred cost review.
  • Business development teams that sign NDAs and teaming agreements with partners every month during capture.
  • Growing primes that manage dozens of lower-tier subcontracts and need each one's flow-down clauses and insurance on file.

AgreementSoftware does not replace your accounting system, timekeeping or proposal tools. It sits beside them and owns the agreements and their dates.

Dates that matter

Government contract dates the software tracks for you

Missing a date on a federal contract costs more than on a commercial one, because the government rarely bends the timeline. These are the dates our customers load first.

Date Where it comes from What happens if it slips
Option exercise window Option clause such as FAR 52.217-9, often with a preliminary notice at least 60 days before the period ends The option year lapses or is exercised without your pricing review
Period of performance end Prime contract, task order or subcontract Work continues without coverage, or a subcontract ends before the prime does
Notice period on subcontracts and teaming agreements Termination and exclusivity clauses You stay bound to a partner you meant to release before the next bid
NDA term and survival period Mutual NDAs signed during capture Confidential data is shared after the NDA has expired
SAM.gov registration renewal FAR 52.204-7 requires renewal at least once every 12 months Your registration lapses and new awards and payments stall
Certificates of insurance Subcontract and prime insurance clauses An uninsured subcontractor is working on your contract
Record retention end FAR 4.703, generally 3 years after final payment Records are destroyed too early, or kept and paid for long after you could delete them

The AI reads the end date, renewal type and notice period from the document and shows the sentence each value came from. Dates that depend on your own process, such as the SAM renewal, are added once as recurring obligations.

How it works

How government contractors get their contracts under control in a week

  • Bulk upload signed PDFs and Word files: primes, task orders, modifications, subcontracts, teaming agreements, NDAs, leases and software agreements.
  • AI extraction fills in parties, effective date, period of performance, option periods, renewal type, notice period, governing law and payment terms. Each field links to its source sentence so the contracts manager checks it in seconds.
  • Group records with folders and tags by agency, contract vehicle, prime or sub, and program, and limit sensitive folders to the people who need them.
  • Assign an owner to every contract. Reminders go out by email and Slack, and an iCal feed puts every option window and notice date in the program calendar.
  • Route new subcontracts and teaming agreements through approval rules by type and value before anyone sends them for signature.
  • Send agreements for e-signature from the same record, and the signed copy files itself next to the original and its modifications.

The approval and audit side is described in more depth on our contract compliance software page.

Teaming and subcontracts

Subcontract and teaming agreement management for primes and subs

Teaming agreements and subcontracts carry the obligations that cause the most friction between partners: exclusivity, work share, flow-down clauses, insurance and confidentiality. Keeping them on one record per partner makes those terms easy to find when a new solicitation drops.

Agreement What to capture How it is tracked
Teaming agreement Exclusivity, work share, term, what ends it (award, loss, a set date) End and notice dates with alerts, partner record linked to the related NDA
Subcontract Period of performance, flow-down clauses, payment terms, insurance limits Dates from AI extraction, insurance renewal and deliverables as obligations
Mutual NDA Term, survival period, permitted purpose Expiry and survival end as dates so nothing is shared after the NDA ends
Consultant or 1099 agreement Rate, term, IP assignment Renewal alert and owner, signed copy on the record
Vendor, lease and software agreements Auto-renewal and notice period Notice deadline alerts so overhead costs do not renew by default

Clause search finds every agreement that contains a phrase such as "limitation on subcontracting" or a specific FAR or DFARS clause number, which helps when a prime asks you to confirm flow-downs. Our NDA management software page covers the NDA workflow on its own.

Obligations

Obligation tracking for flow-downs, deliverables and certificates

A date on a calendar is not proof that someone did the work. Each obligation in AgreementSoftware has an owner, a due date, a repeat rule and a record of when it was closed, and the history lands in the audit log you can export when a prime or an auditor asks.

  • Monthly status reports and deliverables owed to the prime or the contracting officer.
  • Insurance certificates from every subcontractor, renewed before they lapse.
  • Yearly SAM.gov renewal and any size or socioeconomic recertification your contracts require.
  • Small business subcontracting plan reports, if your contracts carry one.
  • Data return or destruction at the end of a subcontract or NDA.

Data and security

Contract management for government contractors and controlled information

Be clear about what goes into any commercial contract tool. Controlled Unclassified Information (CUI) belongs in systems that meet NIST SP 800-171 under DFARS 252.204-7012, and classified material never belongs in a commercial cloud application. AgreementSoftware is not FedRAMP authorized and is not meant to hold CUI or classified data.

In practice that rarely limits small contractors, because the agreements they struggle to track (teaming agreements, NDAs, subcontract terms, vendor, lease and software contracts) usually contain no CUI. Every file is encrypted in transit and at rest, access is controlled by role and folder, every view and change is logged, and Enterprise adds SSO, SCIM provisioning and custom data retention. The security page lists every control.

Contract management software for government contractors compared honestly

GovCon buyers usually weigh three kinds of tools. Pick the one that matches the size of your contracts operation.

Tool type Built for Good at Where it falls short
GovCon ERP contract modules Contractors that run accounting, timekeeping and billing in the same suite Funding, CLINs, billing and incurred cost reporting Repository, AI reading of documents and reminders are thin, and partner agreements often live elsewhere
Enterprise government CLM Large primes and agencies with contracts staff Full lifecycle from solicitation to closeout, FedRAMP options, deep clause libraries Quote only, often five figures a year plus months of setup
Spreadsheet and shared drive A first contract or two Costs nothing No alerts, no owner, no audit trail, and it breaks as soon as you have several subs and teammates
AgreementSoftware Small and mid-size contractors with 20 to 1,000 people AI extraction, notice and option alerts, obligations, approvals and e-signature on one record, published prices Not FedRAMP authorized, not for CUI, and it does not do billing or funding tracking

For a sense of what an enterprise government CLM costs, our CobbleStone pricing breakdown walks through that vendor's public cooperative price list line by line. Cities and counties on the other side of public contracts have their own page on city contract management software.

What contract management software costs for a small government contractor

Most small contractors start on Plus, because approvals, obligation tracking, folder permissions and the audit log are the parts that matter in a review.

Plan Price billed yearly Monthly price What it adds for government contractors
Starter $288 a year $49 a month 3 seats, 500 contracts, AI extraction, option and notice alerts, CSV export
Plus $888 a year $149 a month 10 seats, 2,500 contracts, obligation tracking, approval rules, folder permissions, audit log, Slack and iCal
Pro $2,988 a year $499 a month 40 seats, unlimited contracts, multi-step approvals, reports by counterparty and department, API and webhooks
Enterprise $5,988 a year $998 a month 100 seats, SSO and SCIM, custom retention, SLA

There is no implementation fee, and an extra seat is $15 a month. The full list is on our pricing page.

What is the best contract management software for government contractors?

The best contract management software for a small or mid-size government contractor is one that reads option periods, notice windows and periods of performance from signed documents, tracks flow-down duties and certificates with an owner, and keeps an exportable audit log. Large primes often need an enterprise government CLM, while smaller firms usually get more value from a published-price tool.

Do government contractors need contract management software?

Once you hold more than a handful of primes, subcontracts and teaming agreements, yes. Option windows, notice periods, insurance renewals and the yearly SAM.gov renewal are easy to miss on a spreadsheet, and a single lapsed option or expired registration can cost a year of revenue. Software puts each date on an owner with reminders.

How do you track option periods on a government contract?

Record the end of each period of performance and the notice deadline in the option clause, often a preliminary notice at least 60 days before the period ends under FAR 52.217-9, then set reminders well ahead of it. AgreementSoftware reads these dates from the contract and alerts the owner 90, 60, 30 and 7 days before.

Can I store CUI in contract management software?

Only in a system that meets NIST SP 800-171 under DFARS 252.204-7012, or one that is FedRAMP authorized at the right level. AgreementSoftware is not FedRAMP authorized and should not hold CUI or classified material. Teaming agreements, NDAs, subcontract terms and vendor contracts usually contain none and are a good fit.

Does it replace a GovCon ERP?

No. A GovCon ERP handles accounting, timekeeping, billing and incurred cost reporting. AgreementSoftware handles the agreements: storing them, reading their dates with AI, tracking obligations, routing approvals and collecting signatures. Many contractors run both, with the contract register exported to CSV whenever finance needs it.

How much does contract management software cost for a small government contractor?

On AgreementSoftware, a 10-person team with obligation tracking, approvals and the audit log pays $149 a month, or $888 a year billed yearly. A team of three that mainly needs option and notice alerts starts at $49 a month. Enterprise government CLM platforms are usually quote only and much more expensive.
